Remove any plastic cap that covers the stake pocket. Use a Philips screwdriver to loosen the two screws in the anchor, so that the steel plate drops down. Place the anchor into the stake pocket at an angle. Pull the anchor ring up, so that the steel plate catches on the metal rail cap below, and tighten down the Phillips screws until they are hand tight (if the plastic railcap is starting to bending/bowing - then it's too tight).
